Oppose. Recycled newsprint is a SUCCESS. Most publishers exceed the goal by 5% already and have a simple variance process. Bill will cut revenues for local municipalities from sale of aluminum, newsprint and cardboard.

Current law allows newspapers that cannot meet the recyled content standard to apply for a waiver. Reducing the standard overall to accomodate these newspapers is unnecessary and sets back the efforts to increase recycling in Wisconsin.

The newsprint mill that buys about half of Wisconsin's scrap paper makes 25 percent recycled content paper. Without this bill, Wisconsin hurts its best customer.
