We opposed this bill when originally introduced because of its extremely high cost to the state. Substitute Amendment 2 greatly reduces that cost.

Substitute Amendment 2 removes nearly all of our concerns. However, we support an amendment that retains current law regarding production of documents. The summons requirement is likely to invite foot-dragging and litigation.
