We changed our position from support to neutral because the bill was amended to exempt private schools and add unnecessary reporting requirements. All students should receive Civics instruction. We oppose requiring rulemaking for curriculum approval.

We object to the inclusion of all private schools. It's unnecessary government intrusion. National research published in The Hill in May 2020 shows private school students outperform public school students in civics education.

Private schools (non-Choice) have not been clearly removed from the impact of this bill. In addition, we do not believe private schools involved in the Parental Choice Program should have to comply with this requirement either.
