We support inclusion of Substitute Amendment 1, and feel this amendment protects the integrity of the phosphorus fertilizer display ban while taking into account the need for phosphorus fertilizer for start-up lawns.

Comments
The Bill as amended will allow for the retail display of starter fertilizer which is needed in establishing new grass seed. Starter fertilizer is allowed under the law, but currently retailers can't display it; this will not weaken the law.

Oppose---will lead to increased discharge of nutrients into Wisconsin’s lakes and streams. This leads to overabundance of undesireable aquatic plants which seriously harm fishing habitat and ability to navigate
