Comments
ALL cities need a 3-year sunset on PEG funding & in-kind support; then a 1% PEG fee. Grandfather 5 stations above 1%. PEG should be carried at broadcast quality. AT&T will degrade signal to website quality; AT&T should pay for conversion equipment.

Comments
Support the Illinois version of state video franchising. AT&T and the cable industry agreed to this there. It contains greater support for PEG channels, enforceable build-out provisions for labor, better consumer protection, and help for taxpayers.
