To support the legal rights of people with disabilities to live and work in the community, rather than in institutions, and to have access to high-quality caregivers. c. To promote quality services and supports by increasing the availability of and improving the working conditions for community support personnel. d. To provide information about legislation and County/State budget actions affecting the ability of individuals to receive quality services and supports. e.
