Comments
Supposedly there is a surplus large enough for a tax cut, to add to the rainy day fund, etc. That surplus exists because of large cuts to public education. A much better use of the funds would be to restore the cuts made to public schools.

Over two decades the Legislature has neglected a broken funding system. The state has defunded special education costs from 70% to 30%. Instead of creating a separate, unaccountable system, the state needs to adequately fund its promises.

Comments
Over the years, Wisconsin's infrastructure supporting our residents and communities has been allowed to deteriorate. We need to invest in that infrastructure. This legislation stands in the way of doing the right thing in line with our values.

SB525 doesn't meet the needs of children, hurts "regular" classrooms, strips families of civil rights protections, and raises property taxes. Instead, we need to reinvest state resources stripped from special education reimbursement.
