Comments
We are not in favor of 3rd grade retention. This bill would penalize students for the school's lack of proper literacy instruction. It also requires independent charter and Choice Schools to have a dyslexia remediation plan, but not public schools.

Comments
Elimiinates the parent opt out for testing K-3 kids in choice schools; makes it harder for choice schools to promote kids from the 3-4 grade. Choice schools already have too many burdensome regulations to follow when the voucher doesn't cover costs.
