We should always be looking at ways to advance our earliest learners, however, this bill is overly prescriptive and lacks funding. We need a conversation about professional development opportunities, instructional coaches, and other proven strategies

Comments
This bill needs more work to be effective. The bill is perscriptive in requiring testing, but lacks any support or funding for teacher PD and student remediation. Educational support after testing is key to reading improvement.

The WASB believes this bill is a well-intentioned effort to improve reading instruction in our schools and b) improvements are, in fact, needed; however, we have concerns that the bill is overly prescriptive and imposes unfunded mandates.
