Comments
We are not in favor of 3rd grade retention. This bill would penalize students for the school's lack of proper literacy instruction. It also requires independent charter and Choice Schools to have a dyslexia remediation plan, but not public schools.

The specific learning disability rule is the ONLY disability category which relies on previous educational instruction to determine a disability. We must make sure this rule makes things better for all students.
